S'il est très difficile de repérer et de juger les choix que le développement du système a inspirés aux Etats-Unis, il n'en est pas mains certain que ses résultats tangibles sant maigres car la masse des anciens programmes, principale source potentielle de moyens nouveaux, n'a guère été remise en question.La valeur (...) intrinsèque du PPBS ne peut être mise en cause. Ce qui doit l'être, c'est la lenteur de son développement, qui demeure peu avancé. Cette lenteur s'explique, car le système ne peut produire des fruits dans une terre stérile qu'on n'a pas préparée.La brutalité et les maladresses de l'opération déclenchée en 1965 dans le gouvernement fédéral américain ne pouvaient que renforcer la résistance au changement et retarder, sinon compromettre, le succès final. Les perspectives demeurent heureusement favorables, puisque la nouvelle administration ne semble pas décidée à faire machine arrière et que les Etats et Villes ont démarré sous de bien meilleurs auspices.La principale conclusion qu'imposent les expériences américaines est que toute juridiction intéressée par le PPBS doit impérativement développer, de la façon la plus générale, la volonté d'instaurer le système et s'assurer les moyens de le faire. C'est dire qu'il est peu sage d'engager la bataille sur tous les fronts à la fois : il faut tenter des percées. Mais c'est dire aussi combi en l'information et la formation sant essentielles. A cet égard, l'installation généralisée de certains éléments du système, à savoir la structure de programmes et le budget-programme, loin de présenter des inconvénients, peut constituer un excellent exercice en dehors de son utilité directe pour le preneur de décision. Het is niet makkelijk deze beslissingen op te sporen en te beoordelen welke in de Verenigde Staten getroffen werden onder invloed van de ontwikkeling van deze systeembenadering. Toch is het met vrij grote zekerheid te stellen dat de tastbare resultaten gering zijn omdat de veelheid aan oude programma's die tenslotte toch de voornaamste potentiële bronnen zijn van nieuwe middelen, nooit werden aangevochten.De intrinsieke waarde van PPBS kan daarom evenwel niet worden genegeerd. Wat wel dient aangeklaagd is de traagheid van zijn aanslepende ontwikkeling. Het doorslaggevend besluit uit de amerikaanse ervaringen terzake is wel dat elke instantie welke belangstelling heeft voor PPBS, nodig moet op zo breed mogelijk vlak de wil doen groeien om het systeem te ontwikkelen en er ook de nodige middelen toe ter beschikking stellen. Dit betekent tevens dat het weinig aan te bevelen is de strijd op alle fronten terzelvertijd aan te binden maar wel geleidelijk doorbraken te verwezenlijken. Dit brengt dan evenwel ook met zich dat informatie en vorming essentieel zijn bij deze strategie. In dit verband moet dan ook gezegd worden dat reeds het invoeren van sommige deelementen van het systeem, zoals de programmastructuur en het programmabudget, voor de beslisser nuttig kan zijn voor zijn persoonlijk inzicht en vorming.De te voeren actie dient nog slechts te worden toegespitst op het overtuigen van de verantwoordelijken. The introduction of novel diagnostic techniques in clinical domains such as genomics and radiology has led to a rich ethical debate on how to handle unsolicited findings that result from these innovations. Yet while unsolicited findings arise in both genomics and radiology, most of the relevant literature to date has tended to focus on only one of these domains. In this article, we synthesize and critically assess similarities and differences between “scanning the body” and “sequencing the genome” from an ethical (...) perspective. After briefly describing the novel diagnostic contexts leading to unsolicited findings, we synthesize and reflect on six core ethical issues that relate to both specialties: terminology; benefits and risks; autonomy; disclosure of unsolicited findings to children; uncertainty; and filters and routine screening. We identify ethical rationales that pertain to both fields and may contribute to more ethically sound policies. Considerations of preserving public trust and ensuring that people perceive healthcare policies as fair also support the need for a combined debate. (shrink)

I shall argue for two complementary theses: firstly that ‘Homer’ was not the name of a historical poet, but a fictitious or constructed name, and secondly that for a century or more after the composition of the Iliad and Odyssey there was little interest in the identity or the person of their author or authors. This interest only arose in the last decades of the sixth century; but once it did, ‘Homer’ very quickly became an object of admiration, criticism, and (...) biographical construction. (shrink)

A Papyrus commentary on Alcman published in 19571 brings us news of a poem in which Alcman “physiologized”. The lemmata and commentary together witness to a semi-philosophical cosmogony unlike any other hitherto known from Greece. The evidence is meagre, but it seems worth while to see what can be made of it; for it is perhaps possible to go a little farther than has so far been done.

The paper is concerned with explaining some of the principal theoretical developments in elementary particle physics and discussing the associated methodological problems both in respect of heuristics and appraisal. Particular reference is made to relativistic quantum field theory, renormalization, Feynman diagram techniques, the analytic S-matrix and the Chew — Frautschi bootstrap.

By the colours and decoration of a vase fragment one determines the period and style to which the original belonged; while its physical contours show from what part of the original it comes. The material may be insufficient for a reconstruction of the whole design. But it is often legitimate to go beyond what is actually contained in the preserved pieces.

Each of the Orphic Hymns is headed in the manuscripts by the name of the deity to which it is addressed, and in most cases a specification of the kind of incense to be used: thus 2 Only the first hymn lacks a heading. It is preceded in the manuscripts by a poem in which Orpheus addresses Musaeus and teaches him a prayer to a multitude of gods.

C. I. Lewis and Hans Reichenbach are the contemporaries selected for special study to support the thesis that a carefully redrawn Kantianism is still viable in logic and philosophy of science. Coastal ecosystems are increasingly dominated by humans. Consequently, the human dimensions of sustainability science have become an integral part of emerging coastal governance and management practices. But if we are to avoid the harsh lessons of land management, coastal decision makers must recognize that humans are one of the more coastally dependent species in the biosphere. Management responses must therefore confront both the temporal urgency and the very real compromises and sacrifices that will be necessary to achieve a sustainable coastal (...) ecosystem, one that is economically feasible, socially just, and ecologically sound. It is well known that sometime before 700b.c. the Greeks took over from the Near East a complex theogonic myth about the succession of rulers in heaven, involving the motifs of the castration of Sky and a swallowing and regurgitation by his successor, and that this story forms the framework of Hesiod'sTheogony. It is less well known that at a later epoch, sometime before the middle of the sixth centuryb.c., a quite different and no less striking oriental myth about the (...) beginning of things was introduced to Greece: the myth of the god Unaging Time, who created the materials for the world from his own seed, and of the cosmic egg out of which the heaven and the earth were formed. I have discussed this myth and its variants elsewhere. My purpose in re-examining it here is firstly to clarify various details of the Phoenician versions of the cosmogony as reported in Greek sources, secondly to obtain a sharper picture of its original form, and thirdly to argue that the world model of the early Ionian philosophers, which to some extent set the pattern for subsequent Greek cosmology, owed more to the myth than has generally been appreciated. It is universally recognized that the Hymn to Ares stands apart from all the other poems in the Homeric collection, and that it was composed centuries later than any of those that can be assigned to a particular period with any degree of confidence. Many older scholars classed it or even printed it with the Orphic Hymns, which are transmitted together with the Homeric Hymns as well as with the hymns of Callimachus and Proclus. But the similarity with the Orphic (...) Hymns is only superficial. It merely consists in the stylistic feature of accumulated epithets, a common characteristic of late hymns. There are three reasons for not lumping the Hymn to Ares with the very homogeneous Orphic series. First, the Orphic Hymns are courteous invocations of different gods to come to a ceremony described as τєλєτή or τєλєτταί, while the Hymn to Ares is an intensely personal prayer for the poet's own soul. Secondly, the Orphic collection already contains a hymn to Ares , and duplications are avoided. Thirdly, in the Homeric hymn Ares is addressed as a planetary god. In the Orphic hymn to Ares, this aspect is totally absent, and the same is true of the hymns to Hermes, Aphrodite, Zeus, and Kronos. (shrink)

The earliest complete manuscripts of the Theogony date only from the end of the thirteenth century, while those upon which the recensio must chiefly be based are of the fourteenth and fifteenth. The number of extant manuscripts, however, especially of the fifteenth century, is not inconsiderable, and knowledge of them has hitherto been far from complete. What is (...) known is known largely in consequence of the labours of Alois Rzach. Rzach collated many of the manuscripts, and tried, with some success, to establish the relationships between them. He published his conclusions in Wiener Studien xix , 15–70, and used them as the basis for his great edition of 1902. (shrink)

‘The reading of the MSS, and not the Renaissance correction e, is certainly what L. wrote.’ So Kenney in his edition of Lucretius 3.1 I believe that he is right, but that the case for o rests on different grounds from those which he adduces. Kenney quotes D.A. West 's statement that e is ‘not worthy of the precise and vivid imagination of this poet’, and himself finds it anaemic by contrast with the sonorous o.2 These are subjective judgements. One (...) can only reply by expressing disagreement and pointing out that e has seemed unexceptionable to the numerous editors who have printed it and have preferred it to o. (shrink)

puri in 1026 can hardly be right. Bed-wetting is normally confined to children, and tum quibus…in 1030 presupposes the mention of an earlier stage of life in the previous sentence. And what does puri mean? Munro and Bailey translated it as ‘cleanly people’, though Munro himself pointed out that the Latin for this was mundi rather than puri, and in any case there is no reason to suppose that in ancient Rome cleanly people were addicted to bed-wetting. Giussani, followed by (...) Merrill and by Leonard and Smith, tried to give the required sense by supposing that puri meant ‘innocents’ and hence ‘children’, an expedient which is very far from convincing. Emendation seems called for. M. F. Smith in the 1982 edition of the Loeb Lucretius adopts Avancius' multi,2 but this does not provide the reference we need to the age of those concerned. (shrink)
